一、1914年和1929年《国际海上人命安全公约》

国际航运的第一个消防安全（防火）要求是作为1914年《国际海上人命安全公约》（SOLAS公约）的一部分制定的，该公约是为应对1912年的泰坦尼克号沉没事件。尽管1914年《国际海上人命安全公约》因第一次世界大战而无法生效，但它确实包含基本的消防安全要求，这些要求后来被延续到1929年《国际海上人命安全公约》中。
